City of Greater Geelong: Transforming building services through digitisation with Grace

The City of Greater Geelong is one of Victoria’s fastest-growing regional councils, managing essential infrastructure and community services for more than 270,000 residents. When the COVID-19 pandemic forced rapid operational change, the City needed to shift from a paper-based environment to a digital model that could support remote work and faster service delivery.

Prior to partnering with Grace, the City’s Building Services team relied heavily on physical records stored onsite in compactus units. This limited accessibility and created significant delays in responding to information requests. On average, public and inter-agency enquiries could take up to 10 days to process, frustrating both customers and staff. The quality of records also varied, with a mix of digital and paper archives.

As Grace was already the City’s physical repository, they were the natural partner to deliver the Building Permits Digitisation Project. With State Government funding secured, Grace worked closely with the City to design a tailored solution that would maximise value and transparency. The project involved scanning entire cartons of building permit files, complemented by scan-on-demand services to prioritise high-value records.

Grace also implemented a virtual office solution, allowing staff to seamlessly download digital scans directly into the City’s content management system. This integration ensured security, compliance, and efficiency at every stage. Project Manager Kristy Searle was instrumental in maintaining communication, providing quotes for funding approval, and ensuring smooth coordination between teams.

The digitisation project delivered significant, measurable outcomes for the City of Greater Geelong and its community:

  • Response time improvements – The team now processes 52% of requests within two days, doubling the pre-project rate of 26%. Urgent requests are often fulfilled within hours.
  • Increased accessibility – Over 9,800 building permit files from 2005–2014 were digitised, increasing digital availability by more than 95%.
  • Enhanced service delivery – Legislative authorities such as Victoria Police, the VBA, and the State Revenue Office now receive same-day responses to building information requests.
  • Improved internal workflows – Faster turnaround times for subpoenas, FOI requests, and local law services such as rooming house licences and food premise registrations.
  • Efficiency gains – Reduced staffing requirements for manual records retrieval, allowing staff to focus on higher-value work.
  • Cost savings – A 28% reduction in administrative costs passed directly to customers through more efficient fee-for-service operations.
